IT procurement tenders break the law

Global - Employees in the government procurement sector have not been adhering to the rules governing IT tenders, according to a new report.
About 13% of tenders assessed by the Openforum Europe made specific reference to brands or trademarks, which is in direct conflict with the prerequisite to open tenders to competitors for them to bid for contracts.
In addition, some governments have been restricting their tenders to one preferred supplier without any reference to competitors, Purcon reported.
Bob Blatchford, chief operating officer at Openforum Europe said: "We focused on illegal specification of trademarks but there are many other possible abuses going on that distort the IT procurement process in Europe."
He added that future reports will go into greater detail and look at a broader sample of tenders and range of abuses.
